
On Nov 21, 2019, a meeting was held with Mr. Timothy Howard, Co-Chief and Mr. John M. McEnany, Associate US Attorney at United States Attorney’s Office, Southern District of New York for discussion on Cyber Crime and Cyber Security with Cyber Security Experts, Lawyers, Public Attorneys from Nepal.

The United States Attorneys serve as the nation’s principal litigators for the Federal Government under the direction of the US Attorney General of the US Department of Justice. The US Attorneys are the federal prosecutors in Federal Court. The US Attorney’s office prosecutes cases involving violations of federal laws, and represents the interests of the United States Federal Government and its agencies in criminal and civil matters. The Office investigates and prosecutes a broad array of criminal conduct , even when the conduct arises in distant places. Today, the office is only forefront of many important areas of criminal law enfoccement, including terrorism, white collar and cyber crime, mortgage fraud, public corruption, gang violence, organized crime, international narcotics trafficking and civil rights violations. Similarly, the office litigates significant civil cases the Department of Justice handles – from large affirmative civil fraud cases to cases in the environmental, health care, immigration and bankruptcy areas, as well as cases implicating classified information.
The Complex Frauds and Cyber Crime Unit oversees the investigation and prosecution of complex fraud cases involving financial institution fraud, mortgage fraud, health care fraud, and tax fraud, as well as cyber crimes. The unit was created in 2009 to apply renewed focus and additional resources toward addressing the significant threat that complex fraud schemes and cyber crimes pose to the national economy and to the financial health of individuals and their local communities. The unit works in close coordination with the Civil Division’s Civil Frauds Unit and with the Criminal Division’s Money Laundering and Asset Forfeiture Unit, to maximize the recovery of criminal proceeds from complex frauds, and to return the money to victims.

On Nov 19, 2019, a meeting was held with Center for Education and Research in Information Assurance and Security (CERIAS) at Purdue University. The meeting was a full day meeting broken down to three sessions for better Cyber Security study and research for Cyber Security Experts from Nepal.

Mr. Jerry Haan, Manager of Corporate Relations shared the overview of the CERIAS and Purdue University. CERIAS is currently viewed as one of the world’s leading centers for research and education in areas of information security that are crucial to the protection of critical computing and communication infrastructure.

During the meeting with Mr. Jerry Haan we got to discuss CERIAS, cyber security curriculum, research, industry partnerships, and university partnerships. Mr. Haan also shared information about Indiana Information Sharing and Analysis Center (IN-ISAC), which was created by the state of Indiana with other partners in order to mitigate cyber security risks among state agencies through the sharing of threat information and collaboration on strategies.

Later a tour and discussion of the Cyber security and Forensics Lab was made which helped us learn how Purdue University organizes Cyber Security and Digital Forensic related lab activities. The Cyber security and Digital Forensics Lab is a leading computer forensics research facility specializing in applied and basic research and providing education and training. It also provides investigative support to law enforcement agencies all over the world. A meeting with Professor Marc Rogers, who founded the lab and was named the Director for Cyber security Programs for Purdue Polytechnic, addressed the University’s cyber educational curricula, research, and industry partnerships. It was also found to offer insight into current and emerging trends in both cyber security education within the profession.

The day concluded with a final meeting with Dr. Eugene Spafford. Dr. Eugene H. Spafford is one of the senior most recognized leaders in the field of computing. His research and development work, including work with his students, underlies cyber security mechanisms in use on millions of systems in use today, including work in firewalls, intrusion detection, vulnerability scanners, integrity monitoring, forensics, and security architectures.

On Nov 18, 2019, a meeting was held with Indiana Internet of Things (IoT) Lab Fishers with Mr. Jason Pennington, Executive Director of IoT.

industries and local tech companies specializing in IoT. Indiana IoT Lab is a
place where small agile teams and innovators have access to resources to make
their ideas come to life. IoT Lab offers pioneers in IoT technology resources
in one collaborative environment.

A meeting and tour of IoT focused on Indiana’s private sector efforts to promote cyber security and Indiana’s Cyber security Strategic Plan. The discussions revolved around public – private information sharing and data protection efforts, as well as strategies to collaborate to counter cyber threats. Multiple companies and startups share office space at IoT and will share perspective about their cross-collaborative efforts. This was amazing thing that was perceived today. It looked like and innovation center or research center in the field of IoT.

On Nov 18, 2019, a Round Table Discussion was held with Indiana Office of Technology/ Indiana Economic Development Corporation representatives. Mr. Paul Baltzell, Mr. Roger J Howard, Jillian F Turner and Paul Baltzell, Doug Rapp shared their ideas and experience in the field of Cyber Security and Cyber Crime with the IVLP Team of Cyber Security Experts from Nepal.

The Indiana Office of Technology is a lead agency of the Indiana Executive Council on Cybersecurity, the first-of-its-kind strategic framework established in 2017 to foster significant progress in Indiana’s cybersecurity planning initiatives. Key stakeholders from multiple government, academic and businesses around central Indiana will discuss collaborative efforts to address cyber threats within the local and state levels. The founder of Cyber Leadership Alliance will also join to share perspective about how they synchronize and promote collaboration and innovation within the cyber community.

On Nov 18, 2019, a meeting was held with Indiana State Police Cyber Crime & Investigative Technologies Section, Indianapolis lead by Mr. Brian Bunner, First Sergeant, Indiana State Police with his team. During this meeting, Cyber Security Experts from Nepal had two way communications and got to learn on Cyber Security issues, Cyber Threats, Digital Forensics related information. Mr. Bunner also gave us a tour to his labs which helped us know about how things are done at Indianapolis.

The Cyber crime & Investigative Technologies Section provides law enforcement officers assistance in criminal investigations where any type of digital media was used as an integral part of the crime. Many of the crimes this section works with involve developing intelligence information, cyber-crime, and child exploitation. This meeting will bring together local and state stakeholders to discuss cyber crime trends, investigative approaches, capacity, and challenges at the state and local level.

On Nov 15, 2019, a meeting was held with NOLASec Cyber Security Consultants named Mr. Stephen Tullos, Mr. Sonny Smith who are also Cyber Security Consultants at DXC Technology and they outlined the benefits of the NOLASec community in sharing best practices in cyber security, and each shared their advice from their respective work as cyber security consultants.
NOLASec is collective of researchers, professionals, students, and hobbyists in the Computer Security and Digital Forensics and Incident Response (DFIR) space. It brings together members of all IT-related fields for a monthly meeting where a rotating list of speakers present on interesting topics in information security and members can then network in an informal environment.

On Nov 15, 2019, a meeting was held with Mr. Darryl Delate, Region 1 Coordinator, Governor’s Office of Homeland Security & Emergency Preparedness and Mr. Melton J. Gaspard Jr., Assistant Section Chief- Operations Governor’s Office of Homeland, Security and Preparedness (GOHSEP) to learn about GOHSEP’s role as the lead state agency for supporting local response to the consequences of terrorist attacks and, if possible, tour the State Emergency Operations Center, a state-of-the-art command and control center where disaster planning, response and mitigation for critical incidents are coordinated and managed.

The Louisiana Office of Homeland Security and Emergency Preparedness (LHLS & EP); formally the Louisiana Office of Emergency Preparedness (LOEP), was created by the Civil Act of 1950 and is under the Louisana Military Department. In 1976, LHLS & EP via the Louisiana government reorganization, was moved to the Department of Public safety (DPS). In 1990, LHLS & EP was transferred again to the Military Department. In 2003, the Agency name was changed to the Louisiana Office of Homeland Security and Emergency Preparedness, reflecting the additional responsibilities the the State and her citizens.
The meeting was then continued by Mr. Steven McGovern, Director & Mr. Daryl Davis, Deputy Director, Cyber Unit, Louisiana State and Fusion Exchange (LA-SAFE) to learn on how LA-SAFE collaborates with government and private sector entities to identify malicious cyber actors.

On Nov 14, 2019, a meeting with Mr. David Cordell, Chief Information Officer and Local Agency Security Officer, Port of New Orleans was held with Cyber Security Experts from Nepal.

Port Nolan is at the center of the world’s busiest port complex, Lousiana’s Lower Mississippi river. We found that New Orleans is one of America’s leading general cargo ports with the USA’s top market share for imported steel, natural rubber, plywood, and coffee.

Mr. David Cordell, CIO, and Local Agency Security Officer, provides the Port of New Orleans with essential computer and security infrastructure. Among his duties as CIO, Cordell currently services on the advisory board of the Maritime Port Security Information Sharing and Analysis Organization (MPS ISAO) and holds several NASA Security Certifications. Mr. Cordell had and amazing knowledge and things to share with us. We were all spellbound to hear him.

The meeting helped us learn about how the port coordinates with other agencies to prepare for the physical and cyber threats to the port.

On Nov 14, 2019, a meeting was held with Prof. Dr. Vassil Roussev, Greater New Orleans Center for Information Assuarance, University of New Orleans, Department of Computer Science, Cyber Security Program. The meeting was held at Mathematics Building, UNO.

Dr. Vassil Roussev’s research interests include: Distributed Systems — Computer Supported Cooperative Work, and on-the-spot Digital Forensics. His work in software engineering includes pattern-based techniques, component and service-based models, and agile development methods.

The University of New Orleans (UNO) has the strongest Cyber Security program in the region and is designated as a National Center of Academic Excellence (CAE) in Cyber Security Education and Research by the National Security Agency (NSA) and the Department of Homeland Security – the only university holding these designations on the State of Louisiana. Research and instructions are carried out in two state of the art facilities: The Greater New Orleans Center for Information Assurance (GNOCIA) and the Networking and Security Laboratory.

During this meeting, IVLP team of Cyber Security Experts from Nepal got to visit the GNOCIA lab and to learnt about its research on information security in addition to UNO’s partnerships with the National Security Agency and the Department of Homeland Security.

On Nov 12, 2019, a meeting was held between Cyber Security Experts and Utah Department of Public Safety, State Bureau of Investigation on what Bureau is doing to educate the public about cyber security and cyber crimes.

The meeting was lead by Sergeant Tanner Jensen. We had amazing discussion on the legal framework under which law enforcement officials are able to investigate and recommend prosecution where possible. We also got to learn how law enforcement officials respect civil liberties and privacy rights of citizens during their investigation.
The State Bureau of Investigation serves to reduce crime and increase security. Their mission is to provide professional investigative services to all people by investigating crime and working with allied agencies and the community. The State Bureau of Investigation conducts professional investigations, works closely with allied agencies and the community, and gathers, verifies, shares, and uses information and intelligence to increase public safety. The Bureau of Investigation is divided into three sections: Special Investigations, Criminal Interdiction, and Alcohol Enforcement.
